Carl is a Los Angeles judge, who helped Phil get Will out of jail.

Biography[]

Helping Phil[]

After helping Phil get Will out of trouble in West Philadelphia, where he caught a gun charge, Carl gets the opportunity to meet Will himself after Phil flies him out to Bel-Air and agrees to take him in.[1]

When Phil changes his campaign stance, Carl takes back his endorsement, and instead endorses Fred Wilkes, who he also informs about how he helped Phil get Will out of jail. On the night of the debate, Carl confronts Phil, who he wishes had stuck to the original plan, but Phil claims he's doing better than ever without his endorsement. It feels good to be his own man, unshackled by Carl's agenda and politics. Carl retorts that those favors he speaks so ill of got Will out and that the high road has no place in politics. Before leaving, he tells Phil it didn't have to be this way.[2]
